Yep, that’s exactly it. You can provision clusters either via a web console, terraform or CLI and we manage it for you

Event Store Cloud does not use Kubernetes. We provision ESDB instances on VMs of a chosen size. Kubernetes introduces quite a lot of layers between the database executable and IO components like network and disk.
