I have observed that the master node which runs our projection is only using 4 of the available 16 cores in the machine. Is there a setting I forgot to enable so the 16 cores are used?

Event store tends to be IO bound not CPU bound.
There are options for how many threads to run for projections and other things but in most cases you will find raising them does not directly affect performance.
