Can we simply shut everything down, and copy the event database to the cluster databases, then start up the cluster?

If you shut down Event Store, yes you can do the backup/restore as you described. You can also do a backup while Event Store is running by following the steps described in the backup/restore in the documentation. Here is a link http://docs.geteventstore.com/server/3.9.0/database-backup/
