If you take TF scavenger as it is after this commit
https://github.com/EventStore/EventStore/commit/a1382252dd1ed0554ddb04015cdb2cbc1b0a65c1
and back port that to 3.0.0RC2 tag I think it will work.
To be clear the patch you want is from before the re-org but you want
that patch as well. Just copy/paste the whole file and it should work.

I would also of course look at upgrading but can understand there are
sometimes more pressing concerns. Hopefully this stop-gap temporary
solution is not another permanent one
